You can install WAMP in windows, put your PHP scripts in 'www' folder and
run your scripts directly in your browser. This is really the best method to
test your php scripts in your local machine, and successful scripts can be
copied and uploaded to your server directly.
But if you really wand IDE, try the following
1. Zend Studio <http://www.zend.com/products/studio/>
2. PHP Eclipse <http://www.phpeclipse.com/>
3. PHP Designer <http://www.mpsoftware.dk/phpdesigner.php>
