[FSFTN] What is a Framework?

Hi everyone,i thought of learning "Php".But many people say,you use this
"Framework" as your the beginner.Sme people say go with some other
"Framework",if you feel good with OOPs concept!!
But I got a confusion,my question is "PHP" is a language--an scripting
language.But "How does this PHP language differs in selecting Frameworks"?.
