Yes, Wordpress is released under GPL v2 license. It is free
if your domain can be a sub domain of wordpress, like ramya.wordpress.com
But if you want a domain like ramya.com you have to pay $12 per domain, per
blog, per year.

If you want to point your custom domain for free of cost
and want to have free hosting,
you can use the brand new blogging platform
http://www.drupalgardens.com which is based on Drupal 7.
It is also a free software released under GPL v2.
