AFAIK, Drupal is a CMS (Content Management System), not a framework (please
correct me if I am wrong).

I have used CodeIgniter. Also tried Akelos and CakePHP before trying
CodeIgniter. Comparatively, the learning curve is very minimal for
CodeIgniter. Also it has a very good documentation at
http://codeigniter.com/user_guide
