Some simple questions: Can you create a spreadsheet with Windows Starter edition? No.
But with many standard Linux distributions, yes, you can.

Same goes for presentations, elegant documents (not Notepad or Wordpad), databases, programming languages that are not prematurely retired, image editors, video editors etc. etc.

Basically students will have to use pirated software for all these in the Windows Starter edition setup.
